Property Valuation for Inheritance in Dubai: What Heirs and Executors Need

Last updated: October 26, 2026 · Reviewed by Hamza Betraoui MRICS, Partner and Board Member, Land Sterling

When someone dies owning property in Dubai, the heirs, the executor and their lawyer need one agreed figure for what the property is worth, as at a specific date. An independent valuation prepared to the RICS Red Book gives them that figure, with the evidence set out, so the estate can be divided, transferred or sold without the value itself becoming the dispute. This guide explains when the valuation is needed, which date applies and what to expect, drawing on the residential property valuation work Land Sterling does for estates.

When do heirs need a property valuation?

The legal route for an estate depends on the will, the nationality of the deceased and the court handling the matter. Your lawyer will tell you which documents the court needs. A valuation is usually needed at one or more of these points:

  • Dividing the estate. Where several heirs share the property, or one heir takes the property and others take cash or other assets, everyone needs the same figure to work from.
  • Buying out a co-heir. The heir keeping the property pays the others their share of an agreed value.
  • Selling the property. A valuation sets a realistic price before the property is listed, and shows the heirs what a fair offer looks like.
  • Tax or reporting in another country. Heirs who live in countries that tax inheritance, or that require estate accounts, may need the value at the date of death from an independent valuer.
  • Disagreement. When heirs cannot agree, an independent report gives the lawyers and, if it comes to that, the court a figure prepared by a regulated valuer who has no stake in the outcome.

Which date is the property valued at?

For most estates the valuation date is the date of death. Some matters need a current value instead, for example when the property is being sold or one heir is buying out the others some time later. Occasionally both are needed.

A valuation at a past date is called a retrospective valuation. The valuer uses the transactions that had been registered at that date, not today’s prices, and states the date clearly in the report. Tell the valuer at instruction which date your lawyer needs. If you are not sure, ask the lawyer first; changing the date later means a new report.

What does the valuer do?

  1. Instruction. The executor, an heir or the lawyer instructs the valuer, states the purpose (inheritance or probate) and the valuation date, and provides the title deed, the floor plan and, if the property is let, the tenancy contract. Land Sterling confirms the fee in writing before the inspection.
  2. Inspection. A valuer visits the property and records size, condition and specification. For a retrospective valuation, the valuer also asks about the condition at the valuation date.
  3. Analysis. The valuer compares registered transactions for similar units as at the valuation date and adjusts for differences such as floor, view, size and condition.
  4. Report. You receive a signed report stating the market value and the valuation date, the purpose and basis of value, the comparables and adjustments, inspection notes, assumptions and limitations, and the valuer’s name and signature.

A standard residential report typically takes 1 to 2 working days. Retrospective valuations and estates with several properties are scheduled at instruction.

What if the estate holds more than one property?

Estates often include a mix: an apartment, a villa, a shop, a plot. Land Sterling values residential, commercial and land assets under one instruction, with the same valuation date and method across the portfolio, so the heirs receive one consistent set of figures. The valuation department has more than 30 professional valuers, which is what makes a multi-property estate practical within a reasonable time.

Independent valuation or DLD valuation certificate?

They are different documents. A Dubai Land Department valuation certificate is issued by the DLD for official processes that require a DLD figure. An independent RICS valuation is instructed by you or your lawyer, sets out the evidence and reasoning, and is the document heirs and lawyers use to agree a division, negotiate a buyout or support proceedings. Ask your lawyer which one the process needs; some estates need both.

Why the valuer’s credentials matter here

An inheritance valuation may be read by heirs on different sides, by lawyers and sometimes by a court, so who prepared it matters. Land Sterling is a RICS regulated firm, accredited and registered with the Dubai Land Department. Reports are prepared to the RICS Red Book and International Valuation Standards, with the valuation date, basis and comparables stated, so they can be relied on in legal and probate matters.

Frequently Asked Questions

Who can instruct a valuation for an estate in Dubai?

The executor, an heir or the family’s lawyer. The valuer needs the title deed, the floor plan and the valuation date the lawyer has specified.

Can a property be valued at the date of death if that was a year ago?

Yes. This is a retrospective valuation. The valuer uses the transactions registered at that date and states the date in the report.

Do all the heirs need to agree to the valuation?

No. Any heir or the executor can instruct one. An independent report from a regulated valuer is the usual way to get a figure the other heirs can accept.
