A DLD property valuation certificate is an official certificate issued through the Dubai Land Department’s valuation service. An independent valuation report is a separate document explaining the value on an agreed basis and date. The document you need depends on its purpose and the receiving organisation’s requirements. For lending or court proceedings, confirm the accepted valuer, instruction process and report requirements before ordering. This guide from the property valuation team at Land Sterling explains the difference so you can request the appropriate service.
What is the DLD valuation certificate?
The Dubai Land Department runs a property valuation service that issues a “Real Estate Evaluation e-Certificate” by email. According to the DLD service page, it covers vacant land (residential, commercial and industrial), residential units, residential villas, agricultural land and the buildings constructed on it, commercial or industrial buildings, villa compounds or labour accommodation built on a single plot, vacant land designated for a major real estate project or a phase of it, and hotel buildings with the land they stand on. The certificate is a statement of the DLD’s valuation. A RICS Red Book report, by contrast, is a reasoned report that sets out the comparables, the adjustments and the valuer’s reasoning behind the figure.
When do you need a DLD certificate rather than an independent valuation?
When the body you are dealing with asks for it by name. The requesting body decides, not the valuer, so the first question to ask is always “which document do you need?”
- Official procedures. Some government and court procedures ask for the DLD’s own figure. The body receiving the document will tell you.
- Residency applications. If a property-based residency application asks for a DLD valuation certificate, this is the document it means. The authority sets the test and the documents, so confirm the current requirement with it or your typing centre before ordering anything.
Before ordering, ask the receiving organisation which document it requires, who may prepare it and whether any specific valuation date or reporting format applies. Land Sterling can help you understand the available services and prepare the appropriate instruction.
How do you apply for a DLD valuation certificate?
The application details below were checked against the DLD property valuation service on 30 October 2026. Confirm the current fees and requirements with DLD before applying.
Channels: Dubai REST app, Dubai Now app, or in person at a Real Estate Services Trustee Centre.
Documents for every request: the property evaluation request form, a letter from the owner with a copy of a valid passport or Emirates ID, a copy of the municipality map (valid for one year) or the planning map, and recent photos of the property.
Additional documents by property type: vacant land for a major project or a phase of it needs a no objection letter from the main developer or the bank and the sale and purchase agreement. A built property, for example a single residential villa with land, needs the built-up area, a list of villas or units, a statement of expenses for the last three years and the Ejari lease contracts. A hotel building with land needs the built-up area, room rental values and the number of facilities, halls and restaurants, a three-year statement of expenses and net profit from a certified accounting office, the hotel management contract and the municipality tax letter.
Fees published by DLD:
| Property type, as DLD describes it | DLD fee | Plus |

| Hotel building with land | AED 15,000 | AED 10 + AED 10 for each drawing |
Applications made at a trustee centre also carry the centre’s partner fee where DLD lists one (AED 180 to AED 530 plus VAT, depending on the property type).
Processing time: DLD states that residential units and attached villas are processed instantly, and other property types within 7 working days.
Validity: The DLD property valuation service page reviewed on 30 October 2026 does not specify a certificate validity period. Confirm how recent the certificate must be with the organisation requesting it.
DLD certificate or independent RICS valuation: which do you need?
| DLD valuation certificate | Independent RICS valuation | |
| Issued by | Dubai Land Department | A regulated valuation firm, such as Land Sterling |
| Who instructs it | The owner (DLD requires a letter from the owner) | You, your lawyer, your company or your bank |
| What you receive | DLD’s e-Certificate stating its valuation | A reasoned report stating the value on the agreed basis and date, supported by relevant evidence, methods, assumptions and limitations. |
| Used for | Procedures that ask for the DLD figure by name | Purchase and sale decisions, valuation second opinions, inheritance and probate, divorce and other disputes, and financial reporting, subject to the agreed scope and the recipient’s requirements. |
| Timing | Instant for residential units and attached villas, up to 7 working days for other types, per DLD | Standard residential reports: typically 1–2 working days after inspection and receipt of all required information. Commercial, retrospective and portfolio timelines are agreed at instruction. |
| Fee | Fixed, published by DLD | Quoted per instruction, confirmed in writing before inspection |
For building insurance: a reinstatement cost assessment addresses the cost of rebuilding the insured property. This is different from its market value and should be instructed for the insurance purpose.
Some matters may require both a DLD certificate and an independent valuation for different purposes. An estate may use an independent report to support a sale or buyout between heirs; any requirement for a DLD certificate should be confirmed for the specific official transaction.
