Why do you need to hire an RICS Chartered Surveyor to inspect your property prior to handover?
For many end users in the GCC region, buying a property is one of the biggest decisions they will make. Unfortunately, our research shows that most new properties sold by developers in Dubai come with multiple defects which are unnoticeable to the end users.
Prior to finalising the handover of the unit, the end user must ensure that some of the below points are met:
- the quality and condition of the property meets their expectation
- the property has been constructed in accordance with the approved plan, speciﬁcations, sales & purchase agreement, authority approvals, warranties as well as the testing and commissioning certiﬁcates.
In 2017, our research shows that approximately 21,000 residential freehold units were handed over in Dubai. The number of defects can range from 300 to 700 depending on the nature and size of the unit. These issues if not rectified and addressed – could cause a negative impact on the value of the property and be a burden on the new occupants.
It is therefore important that the end user should seek the assistance of a Chartered Surveyor; a qualified person with the expertise to inspect all assets of a property which are structural, mechanical, electrical and plumbing. The surveyor adheres to the highest standards and best practice provided by the RICS (Royal Institution of Chartered Surveyors) and RERA (The Real Estate Regulatory Agency – Dubai).
Once the inspection is completed, the surveyor would produce a Condition Survey report which is also known as the “Snag List” in Dubai. The snag list should identify any defects, regulation violations, safety concerns and any other issues that are likely to affect the well-being of the property and its occupants together with summarised statements specifying the recommended actions. The list is then shared with the relevant parties to address the issues identified prior to the final acceptance of handover.
